This PR adds in the support for handling two launch configurations from the ILaunchConfigurationService and will launch the client as a seperate debug session.

This PR adds in the support for handling two launch configurations from the ILaunchConfigurationService and will launch the client as a seperate debug session.
This handles the non-RunAndDebug and right click Debug -> Start New Instance scenario.
E.g. Command Palette > Debug: Select and Start Debugging > C# > C#: xxx [Default Configuration]
